This is an old Philips heat lamp made by Charlotte Perriand.
The shade can be aimed, the metal arc around the lamp can be slid so that you can place the light accent yourself. Of course, the metal circle is also a nice handle and makes it a beautiful decorative object. These types of lamps date from 1960-1970.
